border-box;">不过，尽管国防和军队管理在公共管理体系中扮演着重要角色，但从目前看显然并非公共管理领域的显性议题。对国防和军队管理重视不足的现象并不局限于学界，实践界也存在类似情况。其实，即便从西方国家国防部门强调国防管理问题的历史看也并非那么悠久，西方在半个多世纪之前才开始引入国防管理概念来处理诸如财务预算与人力资源这样的事务，综合全面地解决战略与技术难题，以及利用与商业活动类似的技巧来管理国防部门。从历史与理论两个维度看，国防和军队管理都是一个重要但有待探索的主题。正由于研究相对薄弱，国防和军队管理领域还存在不少空缺、争议甚至混乱的方面，国防和军队管理术语本身便是表现之一。与国防和军队管理相似的术语有五个，包括军事行政、国防行政、军事管理、国防管理和军队管理，它们既有联系又有区别。国内外学界和实务部门在界定上述术语方面尽管做了不少尝试，但对各术语的内涵与外延尚未形成共识。由于国情军情不同、军政关系模式存在差异，各国各界要找到一个共同认可的概念绝非易事。概念尚且难以统一，那么在此领域的深入研究与共同话语交流显然就更为困难。</span></p><p
